Erection of single storey stables, and muck out facility and riding fields to an already equestrian field.

1. The scale and size of the proposed building is excessive having regard to its stated hobby use and would introduce a form of development that is disproportionate to the functional requirements of that use. As a result, the proposal would have an adverse impact upon the open character and appearance of the Green Barrier. The development is therefore contrary to Policies PC2, PC3 and EN11 of the Flintshire Local Development Plan.
2. No details have been forwarded in respect of the foul drainage provision for the site and therefore, the Local Planning Autrhority considers that insufficient information is available to enable a Habitat Regulations Assessment with regard to the potential impact from phosphates on the River Dee and Bala Lake Special Area of Conservation (SAC) to be undertaken. It is therefore not possible for the LPA to conclude that the proposed development would not lead to a significant adverse effect on the SAC. As such the proposal is contrary to Policies PC2 and EN15 of the Flintshire Local Development Plan.
3. The Local Planning Authority considers that insufficient information has been provided in respect of the proposed means of access to serve the site and, as such, considers that an assessment of the acceptability of the access in terms of highway safety cannot be undertaken and compliance with the requirements of Policy PC2 cannot be demonstrated.
