- The extension and alteration of the garage in the manner proposed, due to its scale, massing, design and prominent location on the plot, street scene as well as proximity to neighbouring property, results in a form of development which is incongruous, it does not harmonise with the site or street scene , creating a development of contrived appearance. As such the development is considered to be contrary to Policies PC2, PC3 and HN5 of the Flintshire Local Development Plan and associated SPGN Notes Nos 1 and No 2 respectively.
