- The proposed development by virtue of its form, design, scale and orientation would lead to the overlooking of residential properties at 72-80 Clwyd Street, Shotton which would be detrimental to the living conditions of the occupiers. This is contrary to Policies PC2 and PC3 of the Flintshire Local Development Plan and Supplementary Planning Guidance Note 2 - Space Around Dwellings.
- The potential impact of development on protected species and their habitats or details to secure biodiversity net benefit has not been addressed. This is contrary to Planning Policy Wales (PPW) -Edition 12, Technical Advice Note 5 Nature Conservation & Planning, and Policies STR4, STR13, PC2, EN2 and EN6 of the Flintshire Local Development Plan.
