The development, by reason of it facilitating the introduction of a new touring site, is contrary to Development Policy 23: Touring and Camping Sites which states that no new touring or camping sites will be permitted within the National Park. The development does not either fall under Development Policy 29: Alternative Holiday Accommodation, Development Policy 20: Agricultural Diversification and SPG 8: Visitor Accommodation as it does not form part of an agricultural diversification scheme and is considered to adversely affect landscape character. The development is also contrary to the objectives of Strategic Policy A: National Park Purposes and Sustainable Development and Strategic Policy C: Spatial Development Strategy.
The development, by reason of the introduction of hardstanding and urbanised features into the open countryside to create permanent caravan pitches, fails to conserve or enhance the special qualities of the landscape, contrary to Development Policy 1: General Development Principles of the Eryri Local Development Plan which seeks to ensure that development is compatible with the capacity and character of the site and locality within which it is located.
