  1. An open market dwelling in an open countryside location as part of a residential development seeking consent as an exception to general housing provision outside the defined settlement boundary is not considered acceptable. The proposal is therefore considered to contravene the provisions of policies SP C, SP G and DP 11 of the Eryri Local Plan 2016 – 2031, Planning Policy Wales Edition (12), Technical Advice Note 2 Planning and Affordable Housing (2006) and Supplementary Planning Guidance Affordable Housing (January 2020).
  2. It is not considered that the need for an affordable dwelling of this scale has been proven, nor that it has been demonstrated that the affordable housing need could be met in some other way within the settlement. The proposal is therefore considered to contravene the provisions of policies DP 11 of the Eryri Local Plan 2016 – 2031, Planning Policy Wales Edition (12), Technical Advice Note 2 Planning and Affordable Housing (2006) and Supplementary Planning Guidance Affordable Housing (January 2020).
