Before the first use of the development hereby approved, the biodiversity enhancements shown on the plans hereby approved shall be installed. The biodiversity enhancement shall thereafter be maintained in accordance with the manufacturer’s instructions and shall be retained for the lifetime of the development; any replacements shall be of an equivalent specification.
The roof of the development shall be covered in natural Welsh mineral slate or slates of the equivalent colour, texture and weathering characteristics as the slates on the main roof of the dwelling house and maintained thereafter.
The development hereby approved shall not commence until a photographic survey of the buildings has been undertaken in accordance with the Heneb Requirements for General Photographic Surveys of Buildings, and the survey submitted to and approved in writing by the Local Planning Authority by way of a formal application.

Informatives 1. Planning permission has been granted based on the building being converted in accordance with the works specified in the submitted structural survey and plans. Should any external or internal wall be demolished, which was not approved in the submitted details, you are advised to contact the Development Management Section immediately, as this may invalidate the planning permission. 2. A protected species licence from Natural Resources Wales must be obtained before the commencement of the development hereby approved. 3. Notwithstanding the LK Consult Drainage Strategy (30.01.26) as of January 7th, 2019, all new developments of more than 1 property or where the construction area with drainage implications is 100m2 or more, will require sustainable drainage to manage on-site surface water. Surface water drainage systems must be designed and built in accordance with mandatory standards for sustainable drainage published by Welsh Ministers. These systems must be approved by Gwynedd Council acting in its role as a SuDS Approving Body (SAB), before construction work begins. The SAB will have a duty to adopt compliant systems which serve more than one property so long as it is built and function in accordance with the approved proposals, including any SAB conditions of approval. Appendix 1 - EUROPEAN PROTECTED SPECIES: The ‘three tests’ Test 1: Is the development ‘in the interests of public health and public safety, or for other imperative reasons of overriding public interest, including those of a social or economic nature and beneficial consequences of primary importance for the environment’? The scheme involves converting a former barn. Though there is a loss of historic fabric as a result of the development, there is public interest in retaining this historic building. Retaining the building in viable use is often the best way to secure its long-term conservation. Conservation has wider social, cultural, economic and environmental benefits, including preserving non-renewable resources for future generations to enjoy, making the most efficient use of existing fabric to reduce the consumption of building materials, energy and land through new-build, making a positive contribution to local character and sense of place, and contributing to our knowledge and understanding of our past. Test 2: Is there no satisfactory alternative?’ The most likely alternative would be for the barn to remain unconverted. However, this is more likely to result in its further deterioration, as it is now largely unsuitable for modern agricultural practices. This may ultimately diminish its value as bat roosting habitat. Furthermore, it would not be an efficient use of the existing resource and downplays the role of economic and social progress in helping to achieve sustainable development. Another option might be conversion for other uses. However, there is no evidence that this would be feasible or indeed any less disruptive to roosting bats. Test 3: Is the proposed activity ‘not detrimental to the maintenance of the populations of the species concerned at a favourable conservation status in their natural range’? The PEA identified that various bat species were present. NRW & the Eryri Ecologist raise no objections, subject to mitigation measures in the supporting ecological information being followed. A bat licence will be required from NRW, and an informative document has been attached on this matter. Based on these considerations, it is not considered that the development will be detrimental to the maintenance of the populations at a favourable conservation status within their natural range, subject to the conditions recommended.
