  1. This application fails to provide any evidence to demonstrate the existing A1(shop) use is no longer viable and there is a community and settlement need for an A3 (restaurant) unit. Therefore, in the absence of any evidence the proposal is contrary to Development Policy 24 of the Eryri Local Development Plan 2016-31 which seeks to resist the change of use of ground floor retail premises (A1) to an A2 or A3 use within an identified retail area unless it can be proven that the continued use of the A1 unit is unviable and/or the A1 unit has been vacant or for sale with no interest.
