  1. Policy DP 30 (Affordable Housing) of the Eryri Local Plan 2016-2031 requires all conversions and changes of use of buildings where new or additional residential units are proposed to make a 50% affordable housing contribution. The applicant has declined to complete an agreement under section 106 of the Town and Country Planning Act 1990 (as amended) to meet this requirement. The proposal is therefore considered to contravene the provisions of policy DP 30 (Affordable Housing) of the Eryri Local Plan 2016-2031 and Supplementary Planning Guidance 4: Affordable Housing (January 2020).

Mae Polisi DP 30 (Tai Fforddiadwy) o Gynllun Lleol Eryri 2016-2031 yn ei gwneud yn ofynnol i bob trosiad a newid defnydd adeiladau lle cynigir unedau preswyl newydd neu ychwanegol wneud cyfraniad o 50% at dai fforddiadwy. Mae'r ymgeisydd wedi gwrthod cwblhau cytundeb o dan adran 106 o Ddeddf Cynllunio Gwlad a Thref 1990 (fel y'i diwygiwyd) i fodloni'r gofyniad hwn. Felly, ystyrir bod y cynnig yn groes i ddarpariaethau polisi DP 30 (Tai Fforddiadwy) o Gynllun Lleol Eryri 2016-2031 a Chanllaw Cynllunio Atodol 4: Tai Fforddiadwy (Ionawr 2020).
