  1. The information submitted is insufficiently robust and fails to demonstrate a functional or labour requirement, or that the rural enterprise is financially sustainable in the longer term and that the cost of the additional labour and proposed dwelling can be sustained. It has also not been demonstrated why the existing dwellings on the enterprise cannot meet any identified need or whether alternative accommodation is available for conversion or occupation. The size of the rural enterprise dwelling is also considered excessive relative to the requirement of the enterprise and local affordable housing needs. Accordingly, the application fails the tests set out in Technical Advice Note 6: Planning for Sustainable Rural Communities and as such also conflicts with Planning Policy Wales (Edition 12), Strategic Policy C (xxi) and DP 30 of the adopted Eryri Local Development Plan 2016-2031 and Supplementary Planning Guidance Affordable Housing (January 2020).
  2. The development would encroach on and result in a prominent and elevated urban feature in an upland rural setting adjacent to the public rights of way network which would detract from the character and appearance and the amenities of this part of the national park. It has also not been demonstrated that the “step-wise” approach has been applied in minimising these environmental effects. As such it is contrary to Strategic Policy A and Development Policies 1 and 2 of the Eryri Local Development Plan 2016-2031, Planning Policy Wales and the Supplementary Planning Guidance: Landscapes and Seascapes of Eryri (July 2014).
  3. Yn unol â hynny, mae’r cais yn methu’r profion a nodir yn Nodyn Cyngor Technegol 6: Cynllunio ar gyfer Cymunedau Gwledig Cynaliadwy ac o’r herwydd mae hefyd yn gwrthdaro â Pholisi Cynllunio Cymru (Argraffiad 12), Polisi Strategol C (xxi) a DP 30 o Gynllun Datblygu Lleol Eryri 2016-2031 mabwysiedig a Chanllawiau Cynllunio Atodol Tai Fforddiadwy (Ionawr 2020).
  4. Byddai'r datblygiad yn tresmasu ar ac yn arwain at nodwedd drefol amlwg ac uchel mewn gosodiad gwledig ucheldirol gerllaw'r rhwydwaith hawliau tramwy cyhoeddus a fyddai'n amharu ar gymeriad ac edrychiad a mwynderau'r rhan yma o'r parc cenedlaethol. Ni ddangoswyd ychwaith bod y dull “cam-ddoeth” wedi'i ddefnyddio i leihau'r effeithiau amgylcheddol hyn. Fel y cyfryw mae'n groes i Bolisi Strategol A a Pholisïau Datblygu 1 a 2 o Gynllun Datblygu Lleol Eryri 2016-2031, Polisi Cynllunio Cymru a Chanllawiau Cynllunio Atodol: Tirweddau a Morweddau Eryri (Gorffennaf 2014).
