  2. The development hereby permitted shall start no later than 2 April 2029 (three years from the date of the grant of planning permission F/25/100291). Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
  3. No development shall start until details of the measures for foul and surface water disposal from the development have been submitted to and approved in writing by the Local Planning Authority. The details shall include a timetable for the implementation and a management/ maintenance plan for the lifetime of the development [including the arrangements for adoption by any public body or statutory undertaker, or any other arrangements to secure the effective operation of the drainage system throughout its lifetime]. The system shall be implemented and thereafter managed and maintained in accordance with the approved details. Reason: To ensure satisfactory foul and surface water drainage for the development.
  4. The development must accord with the tree protection plan reference 25106-TPP07. No excavation, demolition or development related works shall commence until the tree protection measures have been installed as per the plan. Once installed, no access by vehicles or placement of goods, chemicals, fuels, soil or other materials shall take place within the protected area. Tree protection measures shall be retained in their approved form for the duration of the work and may only be modified subject to written agreement from the LPA. Reason: To retain and protect the existing trees which form an important part of the amenity of the locality.
  5. Construction of the development hereby approved shall be undertaken in accordance with the provisions of the Construction Environmental Management Plan (Ref. SR/CEMP1/HPM/0101, Rev 2.0, 07/01/2026), and the measures set out within Paragraph 4.3 of the Preliminary Ecological Appraisal (EXO Environmental, Report 1.0, 14/07/2026) and Section 5 of the Shadow Habitats Regulations Assessment (EXO Environmental, Report 1.0, 22/07/2026). Reason: To appropriately manage, control and mitigate the construction related impacts of the development in the interests of highway safety, amenity and biodiversity.
  6. The development shall be carried out in accordance with the approved materials schedule (Hamble Point Marina Material Specification_ LA201 Revision B) which details the materials to be used in the construction of the external surfaces of the development. Reason: To ensure a satisfactory visual appearance in the interest of the amenities of the area.
  7. No development above slab level shall start until a final detailed landscaping scheme has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be based on the principles set out within the submitted Hardworks and Softworks Plan (drawing no. LA200 Revision A) and shall cover all hard & soft landscaping, including trees and boundary treatments, and shall provide details of timings for all landscaping and any future maintenance. The works shall be carried out in accordance with the approved plans and to the appropriate British Standard. Reason: In the interests of the visual amenity of the locality.
  8. For a period of no less than 10 years after planting, any trees or plants which are removed, die or become seriously damaged or defective, shall be replaced as soon as is reasonably practicable with others of the same species, size and number as originally approved in the landscaping scheme. Reason: In the interests of the visual amenity of the locality.
  9. Prior to the building hereby approved being first brought into use, a lighting scheme for the development shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be based on the principles set out within the submitted Lighting Report (Alan Tulla Lighting, Rev A, 15 October 2025) and shall identify the location and specification of all external and internal lighting proposed to be installed as well as any additional mitigation measures that may be required (for example but not limited to, window coverings, window tinting, internal decoration to minimise reflection from walls, etc.), and include lighting specification contour plans. All lighting shall then be installed and thereafter maintained in accordance with the approved scheme. Reason: In the interests of amenity, biodiversity and navigational safety.
  10. The development hereby permitted shall not be brought into use until the car parking spaces as shown on approved drawing ref. ITS210340-GA-003 Rev G (Car Park Arrangement) have been provided and made available for use. These shall thereafter be maintained and kept available. Reason: To ensure the adequate provision of on-site parking for the development in the interests of highway safety.

The development shall be carried out in accordance with the submitted Flood Risk Assessment (Hamble Point Marina – Flood Risk Assessment and Drainage Strategy Report Project No. 24-409-60c Rev. 03 issued on 31/07/2026) and the following mitigation measures it details: • As seen in Section 6.1.5 - Finished floor levels shall be set no lower than 3.58 metres Above Ordnance Datum (AOD) across the site. • As seen in Section 6.1.6 - All flood resistance and resilience measures proposed must be installed prior to first occupation. • As seen in Section 6.1 Flood Emergency Plan - a Flood Evacuation Plan must be developed, submitted and agreed in writing by the LPA prior to the development hereby approved being first brought into use. The occupants must also sign up to the Environment Agency’s Flood Warning System. These mitigation measures shall be fully implemented prior to first occupation and subsequently in accordance with the scheme’s timing/phasing arrangements. The measures detailed above shall be retained and maintained thereafter throughout the lifetime of the development. Reason: To reduce the risk of flooding to the proposed development and future occupants.
