Variation of Condition 2 (approved plans) of planning permission F/21/91036 (Erection of detached four-bedroom dwelling and detached garage following demolition of existing dwelling) to replace approved plan PL04 with revised plan PL04 Rev A to allow the as built Hardie Plank weatherboard cladding in anthracite grey (from the approved Pearl Grey)

1. The colour and amount of cladding in such a colour is considered to have an adverse impact on the street scene. The resultant visual appearance is harmful and out of keeping with the prevailing residential character of the area contrary to local plan policy DM1 of the Eastleigh Borough Local Plan (2016-2036) and the National Planning Policy Framework.
2. APPEAL CONDITIONS
3. 1) The development hereby permitted shall be implemented in accordance with the following plans numbered: PL/01, PL/02, PL/03, PL/04 A, PL/05, PL/06 REV A, PL/07. 2) Excavation, demolition or development related to the development hereby approved shall be undertaken in accordance with the arboricultural details approved through the discharge of condition 3 of planning application F/21/91036. 3) The external materials to be used in construction of the external surfaces shall be limited to: • Weatherboard – Hardie Plank in Anthracite Grey; • Brick - Wienerberger Colorado multi brick; • Roof Tile - SIGa Sherwood clay plain tiles; • Window - anthracite grey; and • Guttering – Black 4) No additional or altered windows shall be constructed in the first floor elevations of the development hereby approved. 5) The first floor rooflights on the side elevations of the replacement dwellinghouse and as shown on approved drawing no: PL/04 A I shall be positioned at least 1.7 metres above the floor of the room in which they are installed. 6) The development shall be carried out in accordance with the specifications in the European Protected Species License and the recommendations for mitigation and enhancement as set out within the submitted Ecological Assessment Report by ABR (v 2.0, September 2021). 7) No construction, demolition or deliveries to the site shall take place during the construction period except between the hours of 0800 to 1800 Mondays to Fridays or 0900 to 1300 on Saturdays and not at all on Sundays or Bank Holidays. 8) No burning of materials obtained by site clearance or any other source shall take place during the demolition, construction and fitting out process.
