  1. The development shall accord with the landscaping scheme (plan no DD173L01RevC), approved under discharge of condition application DC/18/84336, and include the retention of the barbed wire on top of the approved fence (as shown on plan 17.109.03RevB). All hard & soft landscaping, tree planting and boundary treatment shall be installed by the end of the next planting season following the date of this decision, in accordance with the approved details and to the appropriate British Standard. For a period of 5 years after planting, any trees or plants which are removed, die or become seriously damaged or defective, shall be replaced as soon as is reasonably practicable with others of the same species, size and number as originally approved in the landscaping scheme. The landscaping scheme shall be subsequently retained. Reason: In the interests of the visual amenity of the locality and to safeguard the amenities of neighbouring residents.
  2. Unless otherwise stated, the development hereby approved shall comply with all of the conditions on planning permission F/17/82076 for the demolition of outbuilding and retention of retaining wall and boundary fence with associated alterations to parking arrangement. Reason: For the avoidance of doubt and in the interests of proper planning.
  3. Note to Applicant: In accordance with paragraph 38 of the National Planning Policy Framework (July 2021), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
