Decision & conditions

Refuse Tree Consent For
Planning conditions
  1. REFUSE CONSENT: Fell 1 no. Eucalyptus
  2. REASONS FOR REFUSAL: 1. The application Eucalyptus is a large, mature tree protected by TPO 505-E. It is clearly visible to the public and by virtue of its size, form and contribution to local tree cover, is considered to provide significant benefit in terms of public, visual amenity. The tree also makes a positive contribution to the Netley Abbey Conservation Area. The felling of the tree would therefore be harmful both to public amenity and to the special character of the Conservation Area. 2. The Council has carefully considered the findings of the Arboricultural Report AR/IATI26-1057 and has carried out two site visits. Although the Report identifies a number of structural features, including compression unions, historic pruning points and areas interpreted as fibre buckling, the supplied evidence does not demonstrate that felling is the only reasonable management option. The Council further considers that the supplied Quantified Tree Risk Assessment (QTRA) has weaknesses in relation Target Range and Probability of Failure therefore the Risk of Harm outcomes are unreliable. As such, the felling of the tree has not been suitably justified.
  3. INFORMATIVE: The Council is likely to support an application to reduce the overextended branches to the north-east side of the canopy, to crownlift over the parking area and/or to prune clear of the adjacent beech. The removal of dead branches is exempt from application and can be carried out at any time.
