Planning conditions
  1. REFUSE: 1no. Oak (T1) - Fell.
  2. Reason: The proposed fell of 1no. Oak (T1) is considered unjustified. The application oak is a large, mature tree which is visible to the public from Winchester Road. Oak as a species is potentially long-lived and can offer long-term benefits in terms of public, visual amenity. It is clear that the tree is under stress and that there is visible basal decay. Neither issue is unexpected in a tree of this size, particularly when its rooting environment is sub-optimum. However, the application does not provide sufficient arboricultural evidence that justifies felling as a reasonable course of action. The supplied evidence is limited to a short note in the proposal. This lacks the basic information which would be expected to be included within a tree inspection report. The works would thus result in an adverse impact upon the visual amenity, ecology and wildlife and screening of the surrounding area.
