1no. Horse Chestnut (T1) - Reduce entire crown by approx 3m in height and lateral spread, back to suitable secondary growth points (as indicated by the red line on the submitted photograph). The proposed reduction represents approx 20–25% of the live crown volume. Required to maintain appropriate clearance over the public highway, manage encroachment towards neighbouring properties, reduce end-weight on extended regrowth, mitigate potential branch failure risk over a high-use vehicular route. Continue cyclical size management appropriate for a large tree in a constrained roadside setting. The intention is to retain the tree long-term while managing its size proportionately and responsibly within its urban environment.

The Council REFUSES CONSENT for the following work: 1no. Horse Chestnut (T1) - Reduce entire crown by approx 3m in height and lateral spread, back to suitable secondary growth points (as indicated by the red line on the submitted photograph). REASON FOR REFUSAL: T1 is a prominent specimen, sited adjacent to the main road running through Hamble. It is visually healthy and of reasonable form. It offers significant benefit in terms of public, visual amenity. As such, the reasons put forward to prune the tree must be compelling. The reasons stated do justify crown reduction however do not justify this work going past previously established reduction points. This would result in larger pruning wounds than those that already exist. This would be disfiguring to the tree and would increase the risk of decay, dysfunction and deterioration of the new pruning points. This would be likely to reduce the lifespan of the tree and its contribution to public, visual amenity. Lesser works will be consented (see below). The Council GRANTS CONSENT for the following works: 1no. Horse Chestnut (T1) - Reduce entire crown by approx 1.5-2m in height and lateral spread, back to, but not below, previous reduction points. Crownlift to 5.2m over the road, with 1m side margin over the kerb. Crownlift to 2.5m over the pavement.
The consented work is subject to the following condition: 1. The tree works hereby consented shall be completed within 2 years of the date of this permission and shall be carried out in accordance with the approved details and to British Standard for Tree Work BS3998:2010. Reason: To ensure works are carried out in accordance with good arboricultural practice.
Note to Applicant: It is considered that, subject to compliance with the conditions attached to this permission, the proposed tree works are acceptable because they will not materially harm the character of the area, the amenity of neighbours or highway safety, and are in accordance with the policies and proposals of the development plan and after due regard to all other relevant material considerations the local planning authority is of the opinion that permission should be granted. Note to applicant: All works hereby consented should be carried out by a suitably qualified and insured tree surgeon. A copy of the decision notice should be given to the Tree Surgeon. Note to applicant: Deadwood may be removed at any time without an application. Note to applicant: Please be advised that the Wildlife and Countryside Act 1981 as amended, the Countryside and Rights of Way Act 2000 and the Conservation (Natural Habitats) Regulations 1994 protect ALL wild birds, their nests (whether in use or being built) and eggs and other wild animals including bats and their roosts in or adjacent to trees. Note to applicant: The granting of consent does not give the applicant or their agent a legal right to enter land without the owner’s permission. Note to applicant: Advice regarding overhead utilities should be sought with the relevant service provider prior to commencing works. Note to applicant: Please follow current recommended Bio-security measures - Further advice can be found at https://www.trees.org.uk/News-Blog/News/Biosecurity-in-Arboriculture-and-Urban-Forestry-Po Note to applicant: Deadwood within trees provides a rich and important habitat; it can be a natural part of the trees life cycle. Consider retention of deadwood where it is safe to do so.
