Prior approval application under Schedule 2, Part 14, Class J of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) for the installation of solar photovoltaic (PV) equipment on the roof of the eastern wing of the building [Please note that the western wing is within Test Valley Borough Council administrative jurisdiction].

1. Approved details The development shall be carried out in accordance with the following approved plans and documents: PV001 Rev P03 - Solar PV Layout PV002 Rev P01 - Solar PV Layout – Elevations Plan. Reason: To ensure that the development is carried out in accordance with the details considered through the prior approval process and pursuant to paragraph J.4(10) of Schedule 2, Part 14, Class J of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
2. Removal when no longer required The solar PV equipment shall be removed as soon as reasonably practicable when it is no longer needed, and any resulting damage to the building shall be made good. Reason: To accord with paragraph J.4(1)(b) of Schedule 2, Part 14, Class J of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
3. Glint and glare mitigation The development shall be installed and thereafter retained in accordance with the specifications and mitigation measures contained within the approved Arthian Glint and Glare Assessment: Utilita Head Office (Date: 07/07/2026, Document Ref: 323720 Issue 1), including the approved positioning, orientation, tilt angle and surface treatment of the solar panels. Reason: To ensure that the development does not result in an unacceptable glint or glare impact upon occupiers of neighbouring land, having regard to the matters subject to prior approval under paragraph J.4(2) of Schedule 2, Part 14, Class J of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
4. Informative: The application site is not wholly within the Eastleigh Borough Council administrative area. This decision can not, therefore, apply to the section of the site not within the Borough. You are advised to apply to Test Valley Borough Council for the proposal that falls within that administrative area. For information, the section of the site in Test Valley is the western half of the site, which includes the whole western wing/portion of the building.
