  1. The telecommunication mast and associated equipment would form an incongruous and visually dominant feature, which would detract from the character and appearance of Fleming Park historic park and garden and the wider residential area. The development is therefore contrary to Policies DM1, DM9 & DM12 of the Eastleigh Borough Local Plan (2016-2036) and provisions within the National Planning Policy Framework.
  2. Note to Applicant: The application was refused following the assessment of the following plans: 002-ELH26940_NA_NA_M001_H3G_DNSW_GA_A, 008-ELH26940_NA_NA_M001_H3G_DNSW_GA_A, 100-ELH26940_NA_NA_M001_H3G_DNSW_GA_A, 150 -ELH26940_NA_NA_M001_H3G_DNSW_GA_A, 210-ELH26940_NA_NA_M001_H3G_DNSW_GA_A & 260-ELH26940_NA_NA_M001_H3G_DNSW_GA_A. In accordance with paragraph 38 of the National Planning Policy Framework (February 2019), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
