- The proposals, by reason of their size, appearance and inappropriate siting would introduce an unduly visually dominant and intrusive feature to the street scene, to the detriment of the visual amenity and character of the area. The proposals are therefore contrary to Policies S4 (3e), DM1 and DM9 of the Eastleigh Borough Local Plan 2016-2036 and the contents of the National Planning Policy Framework (NPPF).
- Note to Applicant: The application was refused following the assessment of the following plans: 002 Site Location Plan, 215 Proposed Site Plan, and 265 Proposed Site Elevation. In accordance with paragraph 38 of the National Planning Policy Framework (2021), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
