  2. The development hereby permitted shall start no later than three years from the date of this decision. Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
  3. The development shall be carried out in accordance with the external materials and finishes specified in the approved Materials Schedule, unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure a satisfactory visual appearance in the interest of the amenities of the area.
  4. The provision for parking shall be made within the site in accordance with the approved plans, constructed of a non-migratory material, and shall be retained thereafter. Reason: To ensure adequate on-site car parking provision for the approved development.
  5. No use of the parking accessed from Lower Northam Road shall start on site until the access, including the footway and/or verge crossing shall be constructed in accordance with the approved plans. Reason: To provide satisfactory access and in the interests of highway safety.
  6. Prior to first use of the loft accommodation hereby permitted, at least one swift nest box shall be installed on a north, north-east or north-west facing elevation of the dwelling and shall thereafter be retained. Reason: To protect and enhance biodiversity.
  7. Note to Applicant: In the unlikely event of any bats being found during demolition or construction, all work must stop immediately, and Natural England must be informed. Additional information is available on the Bat Conservation Trust website at https://www.bats.org.uk/advice/im-working-on-a-building-with-bats/ive-found-a-bat-during-works.
  8. Note to Applicant: The applicant is advised that separate consent from Hampshire County Council as Local Highway Authority will be required for works to construct the proposed vehicle crossover/dropped kerb within the public highway.
  9. Note to Applicant: It is requested that the building works are carried out considerately to minimise disruption to the occupiers of the neighbouring properties. The council operates a code of best practice, which is available on the council's website www.eastleigh.gov.uk by following the links to Planning and Building, Building Control, then select 'Considerate Builders Advice Note'.
  10. Note to Applicant: In accordance with Policy DM3(1)(a) of the National Planning Policy Framework (August 2026), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
