Alterations and extensions to dwelling including enlarged front and rear dormer, hip-to-gable roof and removal of chimney.

1. The proposed development is considered to create poor design and over development of the roof form that prominently visible from the street scene, which fails to assimilate appropriately within its surrounding context. It also further erodes balance of design between the neighbouring semi-detached dwellings on a road characteristic of balance and symmetrical semi-detached dwellings and where roof development is otherwise very limited, contrary to Policy DM1 of the Local Plan and the Quality Places SPD.

Note to Applicant: In accordance with paragraph 39 of the National Planning Policy Framework (December 2024), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner. In this instance the application has been refused as it is contrary to the relevant policies of the Local Plan and the planning harm was unable to be resolved in a timely manner.
