The development hereby permitted shall start no later than three years from the date of this decision. Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
The development hereby permitted shall be implemented in accordance with the following plans numbered: JLH01-100-1st, JLH01-101-1st, JLH01-900-1st, JLH01-1000-1st and JLH01-1001-1st. Reason: For the avoidance of doubt and in the interests of proper planning.
The materials to be used must match as closely as possible, in type, colour and texture to those listed in the 'Materials' section of the application form. Reason: To ensure a satisfactory visual relationship of the new development to the existing.
The solar panels hereby approved shall be installed as detailed in the submitted 'Solar panel details' (dated 14.04.2026) and indicated on the approved roof plan numbered 'JLH01-101-1st', with their slope on the short side and an angle of inclination no greater than 10 degrees. Reason: To limit their visual impact in relation to neighbouring buildings, spaces and views and in the interest of protecting the setting of the Conservation Area.
Note to Applicant: Based on the extract from Southern Water records (dated 27.04.26) the proposed development would be built over/close to a public foul sewer crossing the site. Building over a “public sewer” is not normally permitted by Southern Water. An investigation of the sewer is required to confirm its size and depth, ascertain its condition, number of properties served and potential means of access before any decision can be made as to whether it would be acceptable for Southern Water to allow building-over/close-to the sewer. The length of sewer to be built over under the terms of Part H of the Building Regulations dictates that the matter is determined by the sewerage undertaker, which in this case is Southern Water. The conditions and application associated with the build-over/close-to a public sewer are available at Southern Water's Get Connected service: https://developerservices.southernwater.co.uk.
Note to Applicant: In accordance with paragraph 39 of the National Planning Policy Framework (December 2024), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
