Decision & conditions

Refuse Planning Permission For
H_26_100876 PL_Final Decision H_26_100876 Decision notice informative leaflet - REF REM (HAS)
Planning conditions
  1. The proposed two-storey side extension, by reason of its form, scale, massing and roof design, would fail to appear as a subordinate addition to the host semi-detached dwelling. In particular, the extension would carry the roof form across without a sufficient step down in ridge or eaves, creating an elongated and visually dominant form that would erode the balanced appearance and legibility of the existing semi-detached pair. The proposed lone side-facing dormer would appear incongruous and would further emphasise the awkward asymmetrical appearance of the side elevation. The proposal would therefore be poorly related to the established character and appearance of Fryern Close and would conflict with policy DM1 of the EBLP and the adopted Quality Places SPD.
  2. Note to Applicant: In accordance with paragraph 39 of the National Planning Policy Framework (December 2024), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner. In this instance the application has been refused as it is contrary to the relevant policies of the Local Plan and the planning harm was unable to be resolved in a timely manner.
