Planning conditions
  1. The development hereby permitted shall be implemented in accordance with the following plans numbered: Location Plan, 03526 Rev A, 03528 Rev A, 03529 Rev A, 03530 Rev A, 03531 Rev A, 03532 Rev A, 03533 Rev A, 03534 Rev A, 03535 Rev A, 03536 Rev A, 03537 Rev A, 035038 Rev A, 03257 Rev A and 03559 Rev A. Reason: For the avoidance of doubt and in the interests of proper planning.
  2. The development hereby permitted shall start no later than three years from the date of this decision. Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
  3. The materials to be used in the construction of the external surfaces of the development hereby permitted shall match in type, colour and texture those used on the existing building or otherwise be in accordance with those in the Application Form. Reason: To ensure a satisfactory visual relationship between the new development and the existing.
  4. Prior to any works commencing on the front (southeastern) elevation, including the demolition of the existing porch and construction of the oak-framed porch, a bat emergence survey shall be undertaken by a suitably qualified ecologist. The survey report must be submitted to and approved in writing by the Local Planning Authority before the start of works on the front elevation. Any necessary mitigation measures identified within the report shall be implemented in full. Reason: To ensure the protection of potential bat roosts.
  5. Prior to the occupation of the development, biodiversity enhancements shall be implemented in accordance with the recommendations set out in the Preliminary Roost Assessment (PRA) by LHB Ecology (February 2025). These shall include the installation of a bat box and ensuring that any external lighting does not exceed 1 lux on bat roosting features. The enhancements shall be retained thereafter. Reason: To protect and enhance biodiversity.
  6. Note to Applicant: In the event of any bats being found during demolition or construction, all work must stop immediately, and Natural England must be informed. Additional information is available on the Bat Conservation Trust website at https://www.bats.org.uk/advice/im-working-on-a-building-with-bats/ive-found-a-batduring-works.
  7. Note to Applicant: It is requested that the building works are carried out considerately to minimise disruption to the occupiers of the neighbouring properties. The council operates a code of best practice, which is available on the council's website www.eastleigh.gov.uk by following the links to Planning and Building, Building Control, then select 'Considerate Builders Advice Note'.
  8. Note to Applicant: In accordance with paragraph 39 of the National Planning Policy Framework (December 2024), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
