The development hereby permitted shall be implemented in accordance with the following plans numbered: DL/03 Rev B, DL/06 Rev C, DL/02 Rev A, DL/04 Rev B, DL/01 Rev B and Location Plan Reason: For the avoidance of doubt and in the interests of proper planning.
The development hereby permitted shall start no later than three years from the date of this decision. Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
The materials to be used must match as closely as possible, in type, colour and texture those listed in the Materials Section of the application form. Reason: To ensure a satisfactory visual relationship of the new development to the existing.
Note to applicant: Destructive work must take place outside of the nesting bird season. If this is not possible work should proceed cautiously and if any bird nests are discovered the advising ecologist should be contacted. Since the nesting bird season is from February through August and the active bat season is from May through August there would not be a suitable overlap where neither bats nor birds would be disturbed. As it is more likely that the features found would be more attractive to bats than nesting birds, and an ecologist would be supervising this work due to the possible presence of bats, they will be able to provide advice if nesting birds are also found.
Note to applicant: The biodiversity enhancements recommended in the report are appropriate. The applicant can choose whichever enhancements that they prefer from the recommendations explained in Annex 3 of the report. - Enhancements to the garden such as the spreading of wildflower seed mix and leaving unmown borders; - Installation of bird and bat boxes on buildings and trees (recommendations for siting and type of boxes are included in Annex 3; and - Planting of native fruiting shrubs.
Note to Applicant: In accordance with paragraph 39 of the National Planning Policy Framework (December 2024), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
