The development hereby permitted shall be implemented in accordance with the following plans: Sheet 1 Rev 5, Sheet 2 Rev 3, Sheet 3 Rev 5, and Sheet 4 Rev 3. Reason: For the avoidance of doubt and in the interests of proper planning.
The development hereby permitted shall start no later than three years from the date of this decision. Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
The materials to be used in the construction of the external surfaces of the development hereby permitted shall match in type, colour and texture those used on the existing building or shall otherwise accord with the details shown on the approved plan numbered: Sheet 3 Rev 5. Reason: To ensure a satisfactory visual relationship between the new development and the existing.
The annexe hereby permitted shall only be used in conjunction with the existing dwelling or by a dependent relative of the occupiers of the existing dwelling and shall not be sold off, occupied or used as an independent unit of accommodation, or as a holiday let. Reason: The property is not suitable for sub-division into two separate dwellings.
The rear-facing first-floor window, which will serve an en-suite, shall be obscure glazed to Pilkingtons Level 3 or greater, with any opening parts positioned at least 1.7 metres above the internal floor level of the room. Reason: To protect the amenity and privacy of the adjoining residential properties.
Note to Applicant: The applicant is advised that party wall matters fall under the Party Wall etc. Act 1996 and are not controlled by planning legislation. The applicant is encouraged to liaise with the adjoining neighbour prior to the commencement of works.
Note to Applicant: To safeguard wildlife, the development must proceed in accordance with the following precautionary working method: • All building materials to be stored on hard standing or on pallets, as far as possible from hedgerows, scrub or potential habitat. • Any excavations must be covered at night or be fitted with a small animal escape ramp. • No fires can be lit on site. • Waste must be stored in a skip and not be allowed to accumulate in piles which could be used by wildlife. Any chemicals and fuels must be stored carefully and away from potential wildlife habitat. • Any animals found on site should not be handled but be allowed to move away to a place of safety on their own.
Note to Applicant: The applicant is encouraged to incorporate biodiversity enhancements as part of the development, such as the installation of two swift bricks within the building. These should be positioned in accordance with best practice guidance, with suitable orientation and clear adjacent airspace to maximise their effectiveness.
Note to Applicant: The applicant is advised that, if any additional external lighting is required for safety or security purposes, it should accord with the recommendations set out in Section 4.6 of the submitted ecological report, in order to minimise impacts on wildlife.
Note to Applicant: It is requested that the building works are carried out considerately to minimise disruption to the occupiers of the neighbouring properties. The council operates a code of best practice, which is available on the council's website www.eastleigh.gov.uk by following the links to Planning and Building, Building Control, then select 'Considerate Builders Advice Note'.
Note to Applicant: In accordance with paragraph 39 of the National Planning Policy Framework (December 2024), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
