Decision & conditions

Permit
H_24_98411 PL_Final Decision
Planning conditions
  1. The development hereby permitted shall be implemented in accordance with the following plans numbered: ST 001, 1-PL- 2024-006-01 Rev D and LOC 001. Reason: For the avoidance of doubt and in the interests of proper planning.
  2. The development hereby permitted shall start no later than three years from the date of this decision. Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
  3. The materials to be used in the construction of the external surfaces of the development hereby permitted shall match in type, colour and texture those used on the existing building. Reason: To ensure a satisfactory visual relationship between the new development and the existing.
  4. A bat box shall be installed to the gable end of the southern elevation, and a swift nest brick shall be built into either the gable end of the northern or western elevation prior to the first occupation of the extensions. Photographic evidence of their installation shall be submitted to and approved by the Local Planning Authority. Reason: To enhance biodiversity.
  5. No external lighting shall be installed on the western elevation of the property or directed towards the adjacent woodland. Windows on the western rear elevation shall be covered at night to reduce light spill from interior lighting into the woodland. Reason: To protect the adjacent Ancient Woodland.
  6. During construction, no construction waste or garden waste shall be deposited into the adjacent woodland. Reason: To protect the adjacent woodland.
  7. Any works that involve the disturbance, removal, or replacement of hanging tiles of the property shall only take place outside the active bat season, typically from May to September. All site operatives must be briefed on appropriate actions to take if bats or evidence of bats are discovered during the works. Tiles shall be removed carefully by hand, one at a time. Reason: To ensure the protection of bats.
  8. Note to Applicant: In the event of any bats being found during demolition or construction, all work must stop immediately, and Natural England must be informed. Additional information is available on the Bat Conservation Trust website at https://www.bats.org.uk/advice/im-working-on-a-building-with-bats/ive-found-a-bat-during-works.
  9. Note to Applicant: It is requested that the building works are carried out considerately to minimise disruption to the occupiers of the neighbouring properties. The council operates a code of best practice, which is available on the council's website www.eastleigh.gov.uk by following the links to Planning and Building, Building Control, then select 'Considerate Builders Advice Note'.
  10. Note to Applicant: In accordance with paragraph 39 of the National Planning Policy Framework (December 2024), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
