The proposed alterations and extensions, including the increased ridge height, single-storey front extension, double gable frontages, and dormer windows, due to their excessive scale, bulk, and prominent design, are considered to overwhelm the original bungalow and fail to respect the established character of the modest bungalows in this section of Thorold Road. As such, this would have an adverse impact upon the street scene and the character of the area. The proposal is therefore contrary to Policy DM1 of the Eastleigh Borough Local Plan (2016-2036), the Character Area Appraisals (Chandler's Ford and Hiltingbury Character Areas – Kingsway) (2008), and the contents of the National Planning Policy Framework (2023).
The proposed increase in ridge height and alterations to the roof design, due to their scale and proximity to the neighbouring property, are considered to create an overbearing presence and result in a loss of outlook for 12 Thorold Road. As such, this would have an adverse impact on residential amenity. The proposal is therefore contrary to Policy DM1 of the Eastleigh Borough Local Plan (2016-2036), Quality Places SPD (2011), and the contents of the National Planning Policy Framework (2023).
Note to Applicant: The application was refused following the assessment of the following plans: 01_B. In accordance with paragraph 38 of the National Planning Policy Framework (December 2023), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
