Decision & conditions

Permit
Planning conditions
  1. The development hereby permitted shall be implemented in accordance with the following plans numbered: 3115/10-01E Reason: For the avoidance of doubt and in the interests of proper planning.
  2. The development hereby permitted shall start no later than three years from the date of this decision. Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
  3. The materials to be used must match as closely as possible, in type, colour and texture those listed in Materials Section of the application form. Reason: To ensure a satisfactory visual relationship of the new development to the existing.
  4. The first floor and ground floor window[s] on the western elevation(s) [as marked on the approved plan] shall either be: a) obscure glazed to Pilkingtons level 3 or equivalent with no more than a top-hung opening toplight: OR b) positioned at least 1.7 metres above the floor of the room in which [it is/ they are] installed. Once installed the window[s] shall be permanently maintained in that condition. Reason: To protect the amenity and privacy of the adjoining residential properties.
  5. Note to applicant: Due to the presence of these potential bat roost features, the roof and hanging tiles must only be removed under ecological supervision by a suitably qualified ecologist. If any bats are found during demolition or construction, all work must stop immediately, and a licence from Natural England will be required. A bat box must be erected on a retained tree in case any bats are found during the roof strip and an integrated bat box must be installed on the side elevation as (shown in figure 5) as mitigation for loss of these roost features. An integrated swift nest box and another bird box must be installed on the rear elevation as biodiversity enhancements (Figure 6). Additional enhancement recommendations are provided in Appendix C of the report. These are appropriate. Planting night flowering scented plants will attract moths as food for bats. Plants with a wide range of flowering times will attract pollinators. A precautionary working method for great crested newts and stag beetles will be required and can be conditioned. This will include that all excavations or open pipes be covered at night or have a rough slanted board as a small animal escape ramp fitted at night. If any animals are found on site, they must not be handled but be allowed to move away on their own. No fires can be lit on site. Building materials must be stored on hard standing or if this is not possible, then raised on pallets.
  6. Note to Applicant: In accordance with paragraph 38 of the National Planning Policy Framework (December 2023), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
