- The proposed development due to its scale, massing, design, external materials and physical separation would introduce a dominant and incongruous feature at odds with the appearance of host property and detrimental to the character and pattern of development within the locality. As such the proposed development is contrary to Policy DM1 of the Eastleigh Borough Local Plan [2016-2036], The National Planning Policy Framework and the Council's Quality Places Supplementary Planning Document.
- Note to Applicant: The application was refused following the assessment of the following plan: 451_04. In accordance with paragraph 38 of the National Planning Policy Framework (September 2023), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
