  2. The development hereby permitted shall start no later than three years from the date of this decision. Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
  3. The materials to be used must match as closely as possible, in type, colour and texture to that on plan 103 Rev A. Reason: To ensure a satisfactory visual relationship of the new development to the existing.
  4. No development shall start on site until the access, including the footway and/or verge crossing shall be constructed and lines of sight of 2.4 metres by 43.0 metres provided in accordance with the approved plans. The lines of sight splays shown on the approved plans shall be kept free of any obstruction exceeding 1 metre in height above the adjacent carriageway and shall be subsequently maintained so thereafter. Reason: To provide satisfactory access and in the interests of highway safety.
  5. For a period of no less than 5 years after planting, any plants which are removed, die or become seriously damaged or defective, shall be replaced as soon as is reasonably practicable to the same standard as approved under plan 103 Rev A. Reason: In the interests of the visual amenities of the locality.
  6. Any gates provided shall be set back a distance of at least 6.0m from the back edge of the adjacent pedestrian/cycleway carriageway. Reason: In the interests of highway safety
  7. Note to Applicant: Subsequent to any planning approval that may be granted by EBC as local planning authority, a secondary permission will be required from HCC to actually undertake the works. The permission does not authorise the undertaking of any works involving excavations in the carriageway, footway or verge. A road opening permit must be obtained from Hampshire Highways
  8. Note to Applicant: In accordance with paragraph 38 of the National Planning Policy Framework (Sept 2023), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
