The carport, by reason of its size, prominent siting and utilitarian appearance, results in a visually oppressive and intrusive form of development, that is incongruous and has an adverse impact upon the character of the surrounding street scene. Furthermore, the removal of the hedgerow represents a loss of biodiversity. The proposal is therefore contrary to Policies DM1 and DM11 of the Eastleigh Borough Local Plan (2016-2036), the Council’s Supplementary Planning Documents ‘Quality Places’ (2011), Character Area Appraisal for Hedge End, West End and Botley (2008) and the contents of the National Planning Policy Framework (2021).
Note to Applicant: The application was refused following the assessment of the following plans: EL01, BLOC01, PL01, LOC01 and FL01. In accordance with paragraph 38 of the National Planning Policy Framework (July 2021), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
APPEAL CONDITIONS 1) The development hereby permitted shall be carried out in accordance with the following approved plans numbered EL01, BLOC01, PL01, LOC01 and FL01. 2) The materials to be used in the construction of the external surfaces of the development hereby permitted shall match those described on the application form and shown on the approved plans; 3) The entrance gate provided must open into the site, as well as being set back a minimum distance of 4.5 metres from the back edge of the footway. 4) Within 3 months of the date of this permission a scheme for biodiversity enhancement and landscaping to include permanent bat and bird nest boxes, planting on the northern boundary of the car port, and gaps within boundary treatment to provide access for small mammals, shall have been submitted to in writing with the local planning authority. The approved scheme details shall be implemented within 6 months of the date of this decision and thereafter retained and maintained for their designed purpose.
