  1. The fencing by reason of its height, prominent siting (along Centaury Gardens and public open space), and excessive length, results in a visually oppressive and intrusive form of development, that is incongruous and has an adverse impact upon the character of the surrounding streetscene. The fencing is therefore contrary to Policy DM1 of the Eastleigh Borough Local Plan (2016-2036), Quality Places SPD (2011), and the contents of the National Planning Policy Framework (2021).
  2. Note to Applicant: The application was refused following the assessment of the following plans: Planning Drawing Plans & Elevations 01C. In accordance with paragraph 38 of the National Planning Policy Framework (2021), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
