  1. The proposed development due to its siting, design, massing and scale would create an unattractive and incongruous feature at odds with the appearance of the house and neighbouring properties, and detrimental to the character and pattern of development within the locality. As such the proposed development is contrary to Policy DM1 of the Adopted Eastleigh Borough Local Plan [2016-2036]
  2. Note to Applicant: The application was refused following the assessment of the following plans: P01 and P02. In accordance with paragraph 38 of the National Planning Policy Framework (February 2019), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
