Planning conditions
  1. The development, owing to the over-intensity of the proposed use, is considered to be incompatible with the residential character of its surroundings and will have a detrimental impact on the amenity of neighbouring residents by way of noise and disturbance arising from the excessive number, timing and frequency of the comings and goings of staff and visitors, including from vehicle movements associated with the use. The proposals are therefore contrary to Policies DM1 and DM8 of the Eastleigh Borough Local Plan 2016-2036 and Policies P3 and DP3 of the National Planning Policy Framework.
  2. Note to Applicant: The application was refused following the assessment of the following plans numbered/referenced: 9001 Revision P01, 9002 Revision P01, 9003 Revision P1, 0002 Revision A, 0102 Revision P01. In accordance with Policy DM3 of the National Planning Policy Framework (August 2026) Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure that all proposals are dealt with in a timely manner. In this instance, however, the application has been refused as it is considered to be contrary to the provisions of the Eastleigh Borough Local Plan 2016-2036 and there are no other material considerations that carry sufficient weight to justify a decision otherwise than in accordance with the development plan.
