Planning conditions
  1. The development hereby permitted shall be implemented in accordance with the following plans numbered: 46004 01, 46004 02, 46004 03 C, 46004 04 B, 46004 05 A, BMP3-SV-003-A, BMP3-SV-004-A. Reason: For the avoidance of doubt and in the interests of proper planning.
  2. The development hereby permitted shall start no later than three years from the date of this decision. Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
  3. The materials to be used must match in type, colour and texture to those shown on approved drawing number 46004 03 C. Reason: To ensure a satisfactory visual relationship of the new development to the existing.
  4. Any new membranes used in works to the roof of the building shall have passed a ‘snagging propensity test' (with certificate provided) in accordance with the recommendations within Section 5 of the submitted Bat Survey Report (Southern Planning Practice, August 2026). Reason: In the interests of safeguarding bats from harm as certain roofing membranes can pose a threat to bats and cause entanglement.
  5. Construction works should take place during daylight hours only to prevent the need for any additional lighting in accordance with the recommendations within Section 5 of the submitted Bat Survey Report (Southern Planning Practice, August 2026). Reason: To safeguard bats during the undertaking of the development works.
  6. Note to Applicant: In accordance with Policy DM3 of the National Planning Policy Framework (August 2026) Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
  7. In the unlikely event of any bats being found during demolition or construction, all work must stop immediately and Natural England must be informed. Additional information is available on the Bat Conservation Trust website at https://www.bats.org.uk/advice/im-working-on-a-building-with-bats/ive-found-a-bat-during-works. A suitably qualified bat ecologist must be contacted for advice.
