Planning conditions
  1. The development hereby permitted shall be implemented in accordance with the following plans numbered: 001, 002, 003, 004 & 005. Reason: For the avoidance of doubt and in the interests of proper planning.
  2. The development hereby permitted shall start no later than three years from the date of this decision. Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
  3. No development shall commence until the potential bat roost features identified in the Preliminary Roost Assessment Report (by Hampshire Ecological Services November 2023) have been checked by a qualified ecologist, either using an endoscope (any time of year) or with an emergence survey (during the bat survey season, May through August/September). If these features are found to be suitable for use by bats, work shall stop until a mitigation scheme recommended by the ecologist has been submitted to and approved in writing by the Local Planning Authority. The work shall be carried out in accordance with the mitigation scheme. If any bats are found during these checks, a license from Natural England will be required before work can proceed. Reason: To protect bats
  4. The development shall be carried out in accordance with the preliminary roost assessment report, by Hampshire Ecological Services Ltd (dated 27/11/23) and all mitigation measures outlined within the report shall be in place before completion of the development hereby permitted. Reason: In the interest of biodiversity.
  5. Note to Applicant: In accordance with paragraph 38 of the National Planning Policy Framework (September 2023), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
