Planning conditions
  1. The development hereby permitted shall start no later than three years from the date of this decision. Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
  2. The development hereby permitted shall be implemented in accordance with the following plans numbered: 2022059 001 Rev. A (Location and Block Plan); 2022059 002 (Existing Site Layout Plan) and 2022059 003 Rev. A (Proposed Site Layout Plan). Reason: For the avoidance of doubt and in the interests of proper planning.
  3. The 'Construction Exclusion Zone' as shown on Plan ref. 2022059 003 A shall be kept free of any materials or equipment and shall be retained throughout the construction stage of development. Reason: To ensure that the adjacent SINC and Ancient Woodland is protected from harm during construction.
  4. The development shall be carried out in accordance with the recommendations and working methods set out in the Ecological Impact Assessment prepared by ECOSA, dated March 2023 (ref. 23.0005.0001.F0), unless any variation is first agreed in writing by the Local Planning Authority. Reason: To ensure protected species are not harmed by the development and to enhance biodiversity.
  5. The fence shown on the approved plan on the southern side of the site shall be installed prior to first use of the car park and thereafter retained. Reason: To protect the amenity of neighbouring residents.
  6. Note to applicant: It is recommended that following completion of construction works, the area shown as a construction exclusion zone should be planted as wildflower grassland with flowering plants, to further enhance biodiversity.
  7. Note to Applicant: In accordance with paragraph 38 of the National Planning Policy Framework, Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
