Planning conditions
  1. The development hereby permitted shall be implemented in accordance with the following plans numbered: LOC 01, BLOC 01, FP 01 Reason: For the avoidance of doubt and in the interests of proper planning.
  2. The development hereby permitted shall start no later than three years from the date of this decision. Reason: To comply with Section 91 of the Town and Country Planning Act 1990.
  3. Working hours shall be 0800 to 1800 Monday to Friday, 0800 to 1300 Saturday and not on a Sunday or a public holiday. Wording outside of these hours will require prior consent from Eastleigh Borough Council. Reason: For the protection of neighbouring property and the environment
  4. A solid hoarding of 2.4m height shall be installed on the perimeter of the worksite. Work site gates shall be kept closed while not in use. Reason: To protect the amenities of the occupiers of nearby properties.
  5. Note to Applicant: All works shall be carried out using Best Practicable Means according to the Control of Pollution Act 1974 including BS 5228 "Code of practice for noise and vibration control on construction and open sites" and Supplementary Planning Guidance “The Control of Dust and Emissions During Construction and Demolition” published by the Greater London Authority. Particular attention shall be paid to the prevent of transport of contaminated fines and asbestos fibres at source and immediate remedial action implemented if is evident. If a complaint about noise or dust impact for example is received, the contractor shall implement effective remedy with 24 hours. The contractor shall keep a contemporaneous record or logbook of monitoring and management of contamination and pollution including Best Practicable Means employed of control of contaminated fines or asbestos fibres or of any complaint about pollution and remedial actions employed."
  6. Note to Applicant: In the unlikely event of any bats being found during demolition or construction, all work must stop immediately, and Natural England must be informed. Additional information is available on the Bat Conservation Trust website at https://www.bats.org.uk/advice/im-working-on-a-building-with-bats/ive-found-a-bat-during-works.
  7. Note to Applicant: In accordance with paragraph 38 of the National Planning Policy Framework (July 2021), Eastleigh Borough Council takes a positive approach to the handling of development proposals so as to achieve, whenever possible, a positive outcome and to ensure all proposals are dealt with in a timely manner.
