  1. The Local Planning Authority is not satisfied, on the basis of the plans and information submitted, that the proposed development would constitute lawful development within the meaning of Section 192 of the Town and Country Planning Act 1990 (as amended). The submitted drawings do not accurately represent the existing dwellinghouse and contain inconsistencies relating to the dimensions and form of the existing roof and extensions. Consequently, the Authority is unable to undertake a reliable assessment of the proposal against the provisions of Schedule 2, Part 1, Class B of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), including the volumetric limitations contained within Class B.1(d). The applicant has therefore failed to demonstrate, on the balance of probabilities, that the proposed development would be lawful and a Certificate of Lawful Proposed Development cannot be granted.
