The applicant has failed to demonstrate, on the balance of probabilities, that the proposed occupation of the property by up to six persons would comprise a single household and therefore fall within Use Class C3(c) of the Town and Country Planning (Use Classes) Order 1987 (as amended). Insufficient information has been provided regarding the proposed occupancy arrangements, tenancy arrangements, management of the property, and the manner in which the occupiers would live together. Consequently, the Local Planning Authority is not satisfied that the proposed use would be lawful for the purposes of Section 192 of the Town and Country Planning Act 1990 and a Certificate of Lawfulness cannot therefore be issued. This application relates to drawings 001 and 002 Rev A. This decision relates solely to the proposed use of the existing dwellinghouse by up to six persons living together as a single household.
