The proposed rear dormer, by reason of its excessive scale, width, depth and massing, would appear as a prominent, incongruous and unsympathetic addition that would fail to respect the character, appearance and established roof form of the host property and the wider terrace. The development would erode the historic character and local distinctiveness of the area, fail to preserve or enhance the significance of the recognised non-designated heritage asset and Area of High Historic Townscape Value, and would detract from the established townscape and roofscape of Halesowen Town Centre, including views towards the town centre identified within Policy DLPH3. The proposal is therefore contrary to Paragraphs 135 and 139 of the National Planning Policy Framework (2024), Policies DLP14, DLP39, DLP54 and DLP57 of the Dudley Local Plan (2026), Policies DLPH2 and DLPH3 of the Dudley Local Plan Part 2, and the design guidance contained within the Residential Design Guide SPD. Refusal Statement Informative The Local Planning Authority is aware of the requirement of paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive, proactive and creative manner, seeking solutions to problems arising in relation to dealing with the application. In this case, after careful balanced consideration the LPA/Officers considers that there are insurmountable technical issues relating to design, and heritage impacts that have not been satisfactorily resolved to demonstrate that the scheme would result in the creation of a sustainable form of development and thereby failing to improve the economic, social and environmental conditions of the area.
