- The proposed development by reason of its scale, design and massing is considered to form an incongruous addition to the existing dwelling. This would result in a detrimental impact upon the character and appearance of the property and street scene and would unbalance of the pair of semi-detached properties. As such, the proposed development is contrary to the National Planning Policy Framework (2024), Policy ENV3 of the Black Country Core Strategy (2011), Policies S6 and L1 of the Dudley Borough Development Strategy (2017), Policies DLP14 and DLP39 of the emerging Dudley Local Plan and The Residential Design Guide (2023).
