Both the existing and proposed use fall with Class F1 (Learning and non-residential institutions) of the Town and Country Planning (Use Classes) Order 1987 (as amended) so therefore the proposal does constitute 'Development' as defined in section 55 of the Town and Country Planning Act 1990. For this reason, the proposal does not require the benefit of planning permission from the Local Planning Authority.
