Having carefully assessed the amenity value of the pine tree and the likely impact of the proposed works on the character and visual quality of the area, the Council concludes that the application is not adequately justified. The tomogram shows only a 14% strength reduction in one plane, meaning approximately 86% of structural integrity is retained - well above generally accepted hazard thresholds. The application is therefore refused as insufficient arboricultural justification has been submitted.
