Reason for Refusal of Planning Permission In accordance with paragraph (38) of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework.
The replacement of the existing timber sash windows and timber doors with UPVC and aluminium framing would result in the loss of traditional materials and detailing that contribute positively to the character and appearance of the building and the significance of the North Street, Bridgtown Conservation Area. The proposal would erode characteristic architectural features identified within the North Street, Bridgtown Conservation Area Appraisal and would fail to preserve or enhance the character or appearance of the Conservation Area. The resulting harm to the significance of this designated heritage asset would not be outweighed by any public benefits arising from the development. The development is therefore contrary to Policies SO1.1 and SO1.2 of the Cannock Chase District Local Plan (2018-2040), the North Street, Bridgtown Conservation Area Appraisal, Section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 and Policies HE4 (page 94), HE5 (page 95) and HE6 (page 95) of the National Planning Policy Framework (2026).
The proposed external roller shutters, by reason of their design, appearance and prominent siting on the principal elevations fronting North Street and Church Street, would represent a visually intrusive and incongruous form of development that would detract from the traditional appearance of the building and the character and appearance of the North Street, Bridgtown Conservation Area. The proposal would fail to preserve or enhance the character or appearance of the Conservation Area and would result in harm to the significance of a designated heritage asset. Such harm would not be outweighed by the limited public benefits arising from the proposal. The development is therefore contrary to Principle HB12(v) of the Cannock Chase District Local Design Guide SPD (2026), Policies SO1.1 and SO1.2 of the Cannock Chase District Local Plan (2018-2040), the North Street, Bridgtown Conservation Area Appraisal, Section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 and Policies HE4, HE5 and HE6 of the National Planning Policy Framework (2026).
