  1. The application has failed to provide sufficient information to enable the Local Planning Authority to adequately assess the impact of the proposed development on the safe operation of the site and the surrounding highway network. In particular, insufficient evidence has been submitted to demonstrate that vehicles would be able to safely manoeuvre within the site, that vehicles could safely enter and exit the forecourt following the installation of the additional pump island, and that servicing and fuel tanker operations could be accommodated without prejudice to the free and safe movement of vehicles. In the absence of such information, the Local Planning Authority cannot be satisfied that the proposal would not result in an unacceptable impact on highway safety. The proposal is therefore contrary to Paragraph 116 of the National Planning Policy Framework (2024).
  2. Reason for Refusal of Planning Permission In accordance with paragraph (38) of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework.
