Reason for Grant of Permission In accordance with paragraph 38 of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development, which accords with the Local Plan and the National Planning Policy Framework.
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date on which this permission is granted. Reason To comply with the requirements of Section 91 of the Town & Country Planning Act 1990.
The development hereby permitted shall be carried out in accordance with the following approved plans: • Location Plan - PP-14869734v1 – 28th April 2026 • Block Plan • External floor layout • Internal floor layout Reason For the avoidance of doubt and in the interests of proper planning.
The beauty salon hereby permitted shall operate only between the following hours: • Tuesday, Wednesday and Friday: 09:00 to 17:00 • Thursday: 09:00 to 20:00 • Saturday: 09:00 to 14:00 The premises shall not be open to customers on Mondays, Sundays or Bank Holidays. Reason To ensure that the proposed development does not prejudice the enjoyment by neighbouring occupiers of their properties and to ensure compliance with the Local Plan Policy SO2.2 and the NPPF.
The beauty salon hereby permitted shall operate on an appointment-only basis. There shall be no more than one member of staff (either full or part time) and one client in the salon at any one time. No more than six client appointments shall take place on any working day. Appointments shall be arranged so that there is a minimum period of 15 minutes between the end of one appointment and the commencement of the next appointment. The owner/operator shall maintain an up-to-date booking register for the business, including the date and time of each appointment and a unique identifier for each booking. The register shall be retained for a minimum period of 12 months and shall be made available for inspection by the Local Planning Authority within four weeks of a written request. Reason To ensure that the scale and intensity of the use remains compatible with he residential character of the area and the proposed development does not prejudice the enjoyment by neighbouring occupiers of their properties and to ensure compliance with the Local Plan Policy SO2.2- Safeguarding Health and Amenity and the NPPF.
Notwithstanding the provisions of the Town and Country Planning (Use Classes) Order 1987 (or any order revoking and re-enacting that Order with or without modification), the outbuilding shall be used only as a beauty salon as hereby approved and for no other purpose, including any other use falling within Class E of the said Order. When the beauty salon use hereby permitted ceases to exist, the outbuilding shall thereafter only be used for purposes incidental to the enjoyment of the dwellinghouse identified as 15 Buckthorn Close and it shall not be occupied or sold off separately as an independent unit. Reason To ensure that the proposed development remains compatible with the residential character of the area and does not prejudice the enjoyment by neighbouring occupiers of their properties and to ensure compliance with the Local Plan Policy SO2.2 and the NPPF
