  1. In accordance with paragraph 38 of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development, which accords with the Local Plan and the National Planning Policy Framework.
  2. All other conditions The development to which this permission relates must be begun not later than the expiration of three years beginning with the date on which this permission is granted. Reason To comply with the requirements of Section 91 of the Town & Country Planning Act 1990.
  3. No materials shall be used for the external surfaces of the development other than those specified on the application. Reason In the interests of visual amenity and to ensure compliance with Local Plan Policies SO1.1, SO1.2, SO2.2 & SO8.3 (where applicable) and the NPPF.
  4. Prior to Occupation The proposed parking, access, servicing and circulation areas as shown on Drawing Number 1040-GTH-ZZ-ZZ-DR-A-1010-S1-P10 ‘Site Layout’ shall be hard surfaced in a bound material and marked out prior to the first occupation of the building hereby permitted. Thereafter these parking areas shall be retained in accordance with the approved plans for the lifetime of the development. Reason In the interests of highway safety.
  5.   6. The hereby approved development shall be carried out in full accordance with the approved Construction Management Plan - Project No. X61-07-02, unless otherwise agreed in writing by the Local Planning Authority. The approved plan shall be adhered to throughout the construction period of the development. Reason In the interests of highway safety and minimising impact on neighbouring uses.
  7. Prior to commencement of the development conditions Prior to the commencement of any construction or site preparation works, including any operations likely to interfere with the biological function of retained trees and hedgerows, the approved tree protective measures shall be installed in accordance with the Tree Retention and Protection Plan, Drawing No. J260221-GCL-ZZ-ZZ-D-ARB-0101-P01. The approved protective measures shall be retained in their entirety for the duration of the construction period and shall not be removed, breached or altered without the prior written consent of the Local Planning Authority. Reason To ensure the retention and protection of the existing vegetation which makes an important contribution to the visual amenity of the area. In accordance with Local Plan Policies SO1.2, SO2.2, SO7.4 & SO7.5 (where applicable) and the NPPF.
  8. The development hereby permitted shall be carried out in full accordance with the recommendations, methods and mitigation measures set out in the approved Arboricultural Impact Assessment (AIA) Ground Control Professional Services 16/03/2026, J260221-GCL-XX-XX-T-ARB-0600, unless otherwise agreed in writing by the Local Planning Authority. All tree protection measures, working methods, and special construction techniques identified within the AIA shall be implemented and adhered to throughout the construction period. Reason To ensure the retention and protection of the existing vegetation which makes an important contribution to the visual amenity of the area. In accordance with Local Plan Policies SO1.2, SO2.2, SO7.4 & SO7.5 (where applicable) and the NPPF.
  9. Highways Works Agreement The proposed site access works shall require a Highway Works Agreement with Staffordshire County Council. The applicant is requested to contact Staffordshire County Council to secure the Agreement. The link below is to the Highway Works Information Pack including an application form.   10. Mining Remediation Authority The proposed development lies within an area that has been defined by the Mining Remediation Authority as containing coal mining features at surface or shallow depth. These features may include mine entries (shafts and adits); shallow coal workings; geological features (fissures and break lines); mine gas and former surface mining sites. Although such features are seldom readily visible, they can often be present and problems can occur, particularly as a result of new development taking place. Any form of development over or within the influencing distance of a mine entry can be dangerous and raises significant land stability and public safety risks. As a general precautionary principle, the Mining Remediation Authority considers that the building over or within the influencing distance of a mine entry should be avoided. In exceptional circumstance where this is unavoidable, expert advice must be sought to ensure a suitable engineering design which takes account of all relevant safety and environmental risk factors, including mine gas and mine-water. Your attention is drawn to the Mining Remediation Authority Policy in relation to new development and mine entries available at: https://www.gov.uk/government/publications/building-on-or-within-the-influencing-distance-of-mine-entries Any intrusive activities which disturb or enter any coal seams, coal mine workings or coal mine entries (shafts and adits) requires a Mining Remediation Authority Permit. Such activities could include site investigation boreholes, excavations for foundations, piling activities, other ground works and any subsequent treatment of coal mine workings and coal mine entries for ground stability purposes. If any future development has the potential to encounter coal seams which require excavating, for example excavation of building foundations, service trenches, development platforms, earthworks, non- coal mineral operations, an Incidental Coal Agreement will be required.
