  1. In accordance with Paragraph 38 of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework.
  2. The proposed development, by virtue of its design and scale, and prominent siting within the Cannock Town Centre Conservation Area, would appear as an incongruous and visually intrusive feature in the streetscene. The proposal would fail to preserve or enhance the character and appearance of the Conservation Area. The development would therefore result in less than substantial harm to the significance of this designated heritage asset and it is not considered that the public benefits of the proposal would outweigh this harm. Consequently, the proposal would be contrary to SO1.1 and SO1.2 of the Cannock Chase District Local Plan, guidance contained within the National Planning Policy Framework, and the Planning (Listed Buildings and Conservation Areas) Act 1990.
