  1. Reason for Refusal In accordance with Paragraph 38 of the National Planning Policy Framework the Local Planning Authority has worked with the applicant in a positive and proactive manner to approve the proposed development. However, in this instance the proposal fails to accord with the Local Plan and the National Planning Policy Framework.
  2. The proposed access arrangement would require vehicles to undertake reversing manoeuvres onto Cannock Road, a classified highway carrying high traffic volumes. In the absence of adequate on-site turning facilities, this would result in an unacceptable risk to highway safety through increased potential for conflict with passing vehicles, cyclists and pedestrians. Given the availability of an existing safer vehicular access from Cromwell Road, the proposal is considered to create a material risk to highway safety, contrary to Paragraph 116 of the National Planning Policy Framework.
